What are the HAVS exposure limits for hand-arm vibration?
Under the Control of Vibration at Work Regulations 2005, the daily Exposure Action Value (EAV) is 2.5 m/s² A(8) and the Exposure Limit Value (ELV) is 5 m/s² A(8). Employers must assess vibration exposure, introduce controls at the EAV, and ensure workers never exceed the ELV. These values apply to an 8-hour reference period.
How do I calculate hand-arm vibration exposure?
The daily exposure A(8) is calculated using the formula: A(8) = vibration magnitude × √(exposure time ÷ 8 hours). For multiple tools, you calculate partial exposures for each and combine them. Each tool has a declared vibration magnitude (m/s²) from the manufacturer, and you multiply by the square root of the usage fraction of an 8-hour day.
What records do I need to keep for HAVS compliance?
UK employers must keep records of vibration risk assessments, daily exposure calculations per worker, health surveillance results, and any actions taken when thresholds are reached (tool rotation, reduced exposure time, referral for health surveillance). HSE can request these during inspections. Records should be retained for at least 40 years for health surveillance data.
How long can workers use vibrating tools each day?
It depends on the tool's vibration magnitude. A tool rated at 5 m/s² reaches the EAV (2.5 m/s²) after about 2 hours and the ELV (5 m/s²) after about 8 hours. A tool rated at 15 m/s² hits the EAV in roughly 13 minutes and the ELV in under an hour. Use a HAVS calculator to work out trigger times for your specific tools.
What happens if you exceed the HAVS exposure limit value?
Exceeding the ELV (5 m/s² A(8)) is a breach of the Control of Vibration at Work Regulations 2005. Employers must take immediate action to reduce exposure below the limit. HSE enforcement can result in improvement notices, prohibition notices, and prosecution — fines are unlimited for health and safety offences in the Crown Court.
